This paper examined the growth of economic crime in countries spurred into economic development and activities and the need for effective countermeasures through a firm foundation of international cooperation.
Abstract
With the primary objective to ensure improved quality of living for their citizens, countries, in recent decades, have been encouraged to promote and develop economic growth. This paper presented in 1998 at the UNAFEI, 110th International Training Course on "Effective Countermeasures Against Economic Crime and Computer Crime" examined the growth of crime through the global march from the industrial age to the economic age with special emphasis on India. The paper emphasized the disruptive effects of crime, particularly economic crime and the need to develop effective countermeasures to combat this crime. In a scenario on India, a sound institutional arrangement, known as the National Crime Records Bureau, was created to collect, collate, and analyze reported crime statistics, to support effective decision-making, and regularly review policy formulation. The common objective of the Bureau was to act as a clearinghouse of information on crimes and criminals, enabling effective, efficient, and economic law enforcement. If countries are to cooperate for economic development, the cooperation in curbing crime seems valid. International cooperation is built on: (1) legal reforms or harmonization of legislation; (2) institutional growth or professional skills; (3) technical cooperation or assistance; and (4)mutual cooperation or assistance.
