The 1980 annual report of the Edna McConnell Clark Foundation, a private foundation serving the disadvantaged, is presented.
Abstract
The program interests of the foundation are centered in four areas, with each having its own strategies for change. The program for justice seeks more rational, humane, and effective ways of dealing with offenders in the criminal justice system by (1) developing alternatives to unnecessary incarceration through community-based projects to test nonprison ways of punishing offenders and assisting in their integration into society, (2) exploring ways to reduce the length of prison sentences for offenders who present little threat to society, and (3) supporting litigation and related work to correct specific abuses in prisons and jails and to establish standards for the care of offenders. In 1980, the program for justice provided grants to programs that took serious but nonpredatory offenders and engaged them in useful tasks in the community for a scheduled period. A grant was also made to a program that requires offenders to make monetary restitution to victims with earnings from employment secured for the offenders. The National Prison Project of the American Civil Liberties Union was given a grant to continue to litigate on penal conditions and to force needed change through various court orders. The foundation also has a program for disadvantaged children who are without permanent families, a program oriented toward jobs for the disadvantaged, and a program in tropical disease research. Grantees and grant amounts are listed under each program category for 1980, and financial highlights are presented. The grantmaking procedures are also described.
