This paper reviewed effective treatment measures for prisoners and drug addicts to facilitate their reintegration into society.

Abstract

The paper presented a brief historical account of the Singapore penal and drug treatment systems and discussed the treatment programs currently used by the Singapore Prison Service. Penal institutions in Singapore are responsible for social control and rehabilitation. Prison rehabilitation programs provide for effective inmate management, help to reduce reoffending, and facilitate offenders' reintegration into society. The general rehabilitation program consists of work, education, physical training, religion, and counseling. Singapore does not believe that drug addiction is a medical problem, but rather a social and behavioral problem. Inmates may be eligible for a community-based rehabilitation program or an extended institutional rehabilitation program. The Singapore Corporation of Rehabilitative Enterprises provides work for drug and penal inmates within corrective institutions and is the lead agency in aftercare. References, appendix
