Abstract
THE NEW EMPIRE (ERIE MUNICIPAL POLICE INFORMATION RETRIEVAL ENHANCEMENT) SYSTEM ISSUES ARREST HISTORIES AND WARRANT INFORMATION ON INDIVIDUALS FROM ANY POINT WITHIN ERIE COUNTY, NEW YORK. THE SYSTEM IS SEEN AS A DETERRENT, AN INSTRUMENT FOR INCREASING ARREST RECORDS, AND A METHOD OF PROVIDING ADDED INCENTIVE AND PROTECTION FOR LAW ENFORCEMENT OFFICERS. THE SYSTEM ALSO PROVIDES DIRECT ACCESS TO NATIONAL AND STATE FILES.
