THREE-YEAR STUDY TO DETERMINE THE EFFECTIVENESS OF THE PROGRAM IN REDUCING RECIDIVISM AND INCREASING EMPLOYMENT SUCCESS FOR PERSONS RELEASED FROM MINNESOTA ADULT CORRECTIONAL INSTITUTIONS.
Abstract
'HIRE' STANDS FOR HELPING INDUSTRY RECRUIT EX-OFFENDERS. THE MAJOR OUTCOME MEASURE UTILIZED IN THIS EVALUATION IS RECIDIVISM. EMPLOYMENT COMPARISONS AND CLIENT EVALUATION OF HIRE SERVICES ARE ALSO UTILIZED AS MEASURES OF EFFECTIVENESS. EACH CLIENT PARTICIPATING IN THE HIRE PROGRAM AND QUALIFYING FOR FOLLOW-UP RESEARCH WAS STUDIED FOR A PERIOD OF NINE MONTHS FROM THEIR DATE OF RELEASE FROM THE INSTITUTION. THIS THIRD REPORT DISCUSSES THE OUTCOMES OF CLIENTS RELEASED BETWEEN DECEMBER 1, 1972 AND JUNE 30, 1973, AS WELL AS THE ACCUMULATED RESULTS OF ALL THREE REPORTING PERIODS. ALL RESEARCH FINDINGS ARE SUMMARIZED AND PRESENTED IN 31 TABLES OF DATA. EVALUATORS CONCLUDED THAT HIRE CLIENTS WERE MORE SUCCESSFUL IN RELATION TO RECIDIVISM AND EMPLOYMENT THAN THEIR COUNTERPARTS IN THE PAROLEE POPULATION. THE APPENDIX CONTAINS A COMPARISON OF THE CRIMINAL RECORD, SOCIODEMOGRAPHIC DATA, EDUCATIONAL DATA, VOCATIONAL DATA, INSTITUTIONAL BEHAVIOR AND RELEASE DATA OF HIRE AND NONHIRE RELEASEES.
