SIX REGIONAL OFFICES AND TEN SUB-OFFICES WERE SET UP TO DECENTRALIZE CERTAIN CASE DECISIONS, REDUCE CLIENT TRAVEL TIME, AND PROVIDE IMPROVED INFORMATION FOR CASE DECISIONS.
Abstract
PROJECT ACTIVITIES AND PROBLEMS IN BOTH THE REGIONAL OFFICES AND SUB-OFFICES ARE DISCUSSED. REGIONAL OFFICES SERVED A PROGRAM DEVELOPMENT AND COORDINATION FUNCTION THE SUB-OFFICES SERVE AS NON-URBAN COMMUNITY PAROLE CENTERS. SOME OF THE PROBLEMS IDENTIFIED INCLUDED UNCERTAINTY OF FUNDING, CASELOAD PER AGENT VARIATIONS, A DECLINE IN THE USE OF GUIDED GROUP INTERACTION AS A GROUP TREATMENT APPROACH TO CASE MANAGEMENT, AND AN INCREASE IN PAROLE CASELOADS. EVALUATORS CONCLUDED THAT THE REGIONAL OFFICES AND SUB-OFFICES WERE FULFILLING THE PROJECT OBJECTIVES BY PROVIDING DECENTRALIZED SERVICES TO PAROLEES AND THE COMMUNITY. AS A RESULT OF THIS DECENTRALIZATION, PAROLEE RECIDIVISM WAS REDUCED FROM 39.9 PERCENT TO 19.9 PERCENT. IT WAS RECOMMENDED THAT THE PAROLE BOARD CONTINUE ITS DECENTRALIZATION PLANNING AND IMPLEMENTATION WITH THE CONTINUED SUPPORT AND FUNDING OF THE GOVERNOR'S JUSTICE COMMISSION, THE INTERIM EVALUATION REPORT IS INCLUDED IN THE APPENDIX.
