The initial development of the North Carolina State University's division of security and some of its accomplishments from 1978-1981 are described.
Abstract
In 1978, North Carolina State University converted from a security guard operation to a full-service law enforcement agency capable of dealing with the full range of protective and social control services needed by a large university campus. The division of security has full authority to enforce the university campus code of conduct, the ordinances and statutes of the city of Raleigh, and North Carolina's State laws. The division emphasizes professionalization of personnel through selective hiring and high quality training and gives high priority to regular communication with representatives of the student body, the administration, and the faculty. Programs for 1978-79 included internal reorganization, the development of rotating shift assignments, the purchase of new equipment for the communications office, and the development of inservice training. Crime prevention programs initiated included a crime prevention and rape avoidance program, the placement of emergency telephones throughout the campus, escort services, and student patrol. Programs for 1979-80 included the establishment of a civilian dispatcher corps, the purchase of new patrol vehicles, and the assignment of a patrol officer part-time for major case investigation. Programs in 1980-81 have involved further upgrading of the investigative unit, the introduction of a new filing system, the development of statistical data, reporting improvements, and increased training and education.
