THE CONVENTION TEXT AND EXPLANATIONS OF ITS INDIVIDUAL ARTICLES WHICH ESTABLISH A SYSTEM WHEREBY CONDITIONALLY RELEASED OFFENDERS ARE SUPERVISED IN OTHER STATES.
Abstract
MEASURES FOR TREATMENT WITHOUT CONFINEMENT, SUCH AS SUSPENDED SENTENCES, PROBATION, AND EARLY RELEASES, ARE A RECOGNIZED IMPROVEMENT IN THE PENAL SYSTEM. THIS CONVENTION INTENDS TO FACILITATE THE PREVENTION OF RECIDIVISM BY MAKING AVAILABLE ACROSS FRONTIERS THOSE METHODS OF SOCIAL REHABILITATION WHICH HAVE PROVED SUCCESSFUL ON A NATIONAL SCALE. ITS AIM WILL BE NOT ONLY TO SUPERVISE RELEASED OFFENDERS, BUT ALSO TO GIVE SUCH ASSISTANCE AS MAY BE NECESSARY TO ENSURE THEIR REHABILITATION IN THEIR COUNTRY OF RESIDENCE. AUTHOR ABSTRACT MODIFIED
