PAPER WHICH OUTLINES A METHOD FOR THE STATISTICAL ANALYSIS OF THE RECIDIVISTIC PERFORMANCE OF INDIVIDUALS WITHIN A CORRECTIONAL RELEASE PROGRAM.
Abstract
THIS PROCEDURE IS EXTENDED TO COMPARE THE PERFORMANCES OF TWO GROUPS IN THE SAME OR DIFFERENT PROGRAMS. THE USE OF THESE TECHNIQUES IS ILLUSTRATED BY TESTING THE EFFECTIVENESS OF THE HALFWAY HOUSE PROGRAMS RUN BY THE DISTRICT OF COLUMBIA. THE COMPARATIVE GROUPS CONSISTED OF 211 FELONS RELEASED TO PAROLE AFTER SERVING APPROXIMATELY SIX MONTHS IN HALFWAY HOUSES AND 185 FELONS RELEASED DIRECTLY TO PAROLE WITHOUT SPENDING TIME IN HALFWAY HOUSES. THE TIME PERIOD INVOLVED RAN FROM JANUARY 1972 TO JULY 1973. ANALYSIS SHOWED THAT HALFWAY HOUSE PAROLEES PERFORMED BETTER THAN DIRECT INSTITUTIONAL PAROLEES. HOWEVER, APPROXIMATELY 40 PERCENT OF THOSE RELEASED TO HALFWAY HOUSES DID NOT COMPLETE THE PROGRAM SUCCESSFULLY AND, THEREFORE, DID NOT ATTAIN PAROLE.
