Abstract
RESPONSE REVEALS AN UNWILLINGNESS TO ACCEPT OR TO CONSIDER THE POSSIBILITY THAT THE CRIME INCREASE WAS SOCIALLY BASED. RATHER, EMPHASIS WAS PLACED ON REFINING AND ENLARGING THE LAW ENFORCEMENT PROCESS WITH A VIEW THAT CRIME IS A MEDICAL-PSYCHIATRIC PROBLEM.
