This report presents a description of the Cadre Substitute Teacher Program under the Virginia Department of Correctional Education (DCE) offering continued educational services during the absence of permanent correctional teachers.
Abstract
The DCE Cadre Substitute Teacher Program increases youth school instructional time along with facility security through the utilization of specially trained full-time and part-time substitute teachers, instructional assistants, or evaluators to provide consistent educational services during absences of permanent correctional teachers. The program is designed to ensure the availability of properly trained individuals to provide quality student instruction for youth school programs. The program is designed to: increase student instructional time; maintain effective supervision and security; maintain continuity of instruction; assist in the evaluation of students; and support the permanent employee absenteeism needs. The report covers the qualities and responsibilities of substitute teachers, required training and staff development, general substitute procedures, helpful hints and guidelines, program operating procedures for both principals and substitutes, and pertinent sample forms.
