Abstract
THE AUTHOR CONCLUDES THAT THE CRIMINAL LAW SHOULD BE A VEHICLE OF INTERVENTION FOR CONTROLLING THE USE OF NEW TYPES OF DRUGS ONLY AS A LAST RESORT. SOLUTION TO THE PROBLEM OF DRUGS WILL HAVE TO COME ON A BROADER SOCIAL AND CULTURAL BASIS THAN THE CRIMINAL LAW. --IN FRENCH
