THIS SECOND VOLUME DEVOTED TO THE PROCEEDINGS OF THE 1972 BRUSSELS CONFERENCE ON THE FRONTIERS OF REPRESSION PRESENTS CONTRIBUTIONS BY CRIMINOLOGISTS AND OTHERS ON ADMINISTRATION OF JUSTICE FOR MORALS AND DRUG OFFENSES. A SUMMARY REPORT OF THE CONFERENCE IS ALSO INCLUDED.
Abstract
THE ISSUE OF PUBLIC MORALITY RECEIVES THE ATTENTION OF FIVE CONFERENCE PAPERS. CRIMINOLOGISTS MAKE LEGAL AND SOCIOLOGICAL OBSERVATIONS ON THE EFFORTS OF THE JUSTICE SYSTEM TO REPRESS THE PERFORMANCE OF ACTS DEEMED IMMORAL AND ASSESS THE FEASIBILITY OF A LEGAL DEFINITION FOR THE CONCEPT OF ACTS THAT OUTRAGE THE PUBLIC MORALITY. SEXUAL DEVIANCE AND THE PORNOGRAPHIC MARKET ARE DISCUSSED IN TERMS OF CHANGING SOCIAL MORES AND PROTECTION OF THE YOUNG. ONE PAPER MAKES SPECIAL REFERENCE TO THE REPORT OF THE AMERICAN COMMISSION ON OBSCENITY AND PORNOGRAPHY. THE PRESENTATIONS ON DRUG ABUSE DEALS WITH THE DRUG LAWS OF CERTAIN COUNTRIES, SUCH AS THE UNITED KINGDOM AND BELGIUM, AS WELL AS WITH SPECIFIC AREAS OF RELEVANCE SUCH AS THE LEGAL, SOCIOLOGICAL, MEDICAL, AND PSYCHOLOGICAL ASPECTS OF DRUG ABUSE. YOUTH AND DRUGS AND THE TREATMENT OF DRUG ABUSERS IN CORRECTIONAL INSTITUTIONS ARE ADDITIONAL TOPICS CONSIDERED. THE SUMMARY REPORT HIGHLIGHTS MATTERS ON WHICH CONFERENCE PARTICIPANTS WERE IN AGREEMENT. THESE INCLUDE THE NEED FOR ALTERNATIVES TO TRADITIONAL PENALTIES FOR WHITE-COLLAR, MORALS, AND DRUG-RELATED OFFENSES, WHICH CONTRIBUTE TO THE RAMPANT 'CORRECTIONAL INFLATION' AND DISCREDIT THE SYSTEM OF JUSTICE.
