Abstract
THE MAJOR PROBLEM IN PRESENT CORRECTIONAL SYSTEMS IS THE SEGMENTED NATURE OF THE TREATMENT PROCESS AND THE LACK OF CONTINUITY BETWEEN DIAGNOSIS, INSTITUTIONAL PROGRAMS, AND PAROLE SUPERVISION. SEVERAL INNOVATIVE PROGRAMS WHICH COMBINED TREATMENT FUNCTIONS ARE EXAMINED, AND COMMUNITY BASED CORRECTIONAL CENTERS, WHICH WOULD BE RESPONSIBLE FOR ALL PHASES OF THE REHABILITATION PROCESS, ARE RECOMMENDED AS THE BEST MEANS FOR REFORMING DELINQUENTS.
