This report presents NACRO's (National Association for the Care and Resettlement of Offenders) 10 point plan for addressing youth crime by whichever party forms a new government in Great Britain.
Abstract
The 10 point plan proposes the development of a national program of action that targets vulnerable parents, so as to ensure that appropriate family services are received by culturally and ethnically diverse families. The proposal for strengthening schools encompasses high quality nursery education, a greater emphasis on personal and social education in the school curriculum, and mentoring and support services for students at risk of failing in school. A third proposal focuses on services that enhance opportunities and preparation for youth to obtain employment. A fourth recommendation specifies what is needed to prepare youth for work. A proposal for countering alcohol and drug use among youth encompasses comprehensive school drug education, tighter restrictions on the marketing of alcoholic drinks to children, new services for drug abusers and their families, and a national inquiry into the effectiveness of the existing legal framework for addressing drug abuse. Other proposals pertain to means of reducing nuisance and disorder, the making of better decisions for serving juvenile offenders, the intensification of community supervision, better use of secure accommodation, and funding resources needed to make the 10 point plan work.
