DISCUSSES THE ADMINISTRATION, ORGANIZATION, SUPERVISION, AND FIELD SUPERVISION OF AVIATION OPERATIONS.
Abstract
THE DEPARTEMNT ADMINISTRATION IS TO BE KEPT INFORMED OF ALL OPERATIONS INVOLVING THE AIRCRAFT. THE BUREAU WOULD BE COMMANDED BY A SERGEANT WHO REPORTS DIRECTLY TO THE OFFICE OF THE CHIEF. WATCH COMMANDERS AND FIELD SUPERVISORS WILL MONITOR RADIO TRAFFIC AND PERIODICALLY OBSERVE THE ACTIVITIES OF THE AIRCRAFT AND INSURE COMPLIANCE WITH REGULATIONS AND PROCEDURES. IT IS RECOMMENDED THAT COMMANDERS OF OTHER BUREAUS AND SECTIONS BE CONSTANTLY REMINDED OF THE VALUE OF THE AIRCRAFT ACTIVITY FOR THEIR OPERATIONS. SUGGESTED USES FOR THE AVIATION BUREAU ARE OBSERVATION OF GROUND UNITS FROM THE AIR, DIRECTION OF LARGE SCALE OPERATIONS, LEARNING AN AREA FROM AERIAL OBSERVATION, AND GIVING NEW PERSONNEL AN AERIAL VIEW OF THEIR JURISDICTION.
