This resource manual has been prepared to help community residential facilities for juveniles develop their own comprehensive policy and procedure manuals.
Abstract
The manual covers facility administration, organization, and management, as well as fiscal management and personnel management. It also examines training and staff development, administrative information systems and research, and case record maintenance. The manual then covers physical facility requirements such as maintenance and housekeeping, safety and emergency procedures, security and control, food service, sanitation and hygiene, health care, juvenile rights, rules and discipline, mail and visiting, and telephone use. Final manual sections focus on community residential facility programs, individualized programs, juvenile facility staffing, juvenile admission procedures, juvenile classification and transfer, program release of juveniles, and citizen involvement and volunteers in juvenile community residential facilities.
