Abstract
DURING THE YEAR, FOUR OF THE FIVE BOOKS ON THE CENTER'S DEPARTMENT OF YOUTH SERVICES PROJECT WERE COMPLETED. PROJECTS IN PROCESS INCLUDE RESEARCH WORK ON THE PROBLEMS OF SECURE CARE IN A COMMUNITY-BASED CORRECTIONAL SYSTEM INVOLVING INTERAGENCY CONFLICT IN DISPOSITIONS OF YOUTH OFFENDERS; A TRAINING PROJECT FOR IMPLEMENTATION OF DEINSTITUTIONALIZATION REFORMS IN THE MASSACHUSETTS DEPARTMENT OF YOUTH SERVICES; A STUDY OF POSSIBLE ALTERNATIVES TO THE PRESENT LAWS RELATING TO PROSTITUTION; A PROJECT EXAMINING THE UPSURGE OF PRISONER CIVIL RIGHTS LITIGATION IN THE FEDERAL COURTS; RESEARCH WORK ON ISSUES RELATING TO DISCRETIONARY DECISIONMAKING; AND A PILOT STUDY OF THE PROBLEMS INVOLVED IN DETECTING FRAUD AND ABUSE IN THE MEDICAID PROGRAM. IN ADDITION, THE CENTER PROVIDED ASSISTANCE AND RESEARCH FACILITIES FOR INDEPENDENT PROJECTS INVESTIGATING YOUTH GANGS AND CRIME, MINOR DISPUTE PROCESSING MECHANISMS, AND PRISONER ORGANIZATION AND SELF-GOVERNMENT. RESEARCH PROJECTS REPORTED ON EARLIER AND COMPLETED IN 1978 INCLUDE THE RHODE ISLAND PRISON STUDY, PRISON DISCIPLINE IN ISRAEL, A STUDY OF THE DETROIT POLICE, AND A 6-MONTH STUDY ON SENTENCING. THE TOTAL CENTER EXPENDITURES DURING THE YEAR TOTALED $416,074. AS IN PRIOR YEARS, THE CENTER CONTINUED ITS PROGRAM OF INVITING VISITING RESEARCH FELLOWS. AN APPENDIX IS INCLUDED IN THE REPORT. (LWM)
