This is a transcript of a Hearing of the House Judiciary Committee on the subject of juvenile crime, held on May 7, 1997.
Abstract
The Hearing was Chaired by Representative Henry Hyde (R-IL), with Opening Remarks by Representative John Conyers (D-MI). The group assembled to discuss juvenile justice and related crime activity. A number of other Representatives presented their thoughts on the topic, and some discussed specific grassroots initiatives to promote positive youth alternatives. The group heard information about the District of Columbia Housing Authority, designated by the Department of Housing and Urban Development as one of the most troubled authorities in the Nation. Several speakers discussed cooperative efforts to help youth involving community groups and police departments; the need for an approach that balances prevention, intervention and enforcement; the importance of working with the young people who are most at risk of involvement in crime and of being victimized by crime; Big Brothers and Big Sisters programs; a study on moderating probation and parole officer attitudes; and principles of effective intervention.
