This publication has been compiled to guide police departments in establishing public service operations using helicopters.
Abstract
Produced by Bell Helicopter, the publication notes Bell and its licensees have produced more than 32,000 helicopters, many of which are suited to law enforcement missions. Specific law enforcement missions based on the use of helicopters are described that focus on police department aviation units, patrol of high-crime areas, hostage rescue, and aero-medical evacuation. Guidelines for planning a law enforcement helicopter unit are offered that pertain to mission, organizational structure, management, pilot and observer selection, dispatch center, home base, public communication, community relations, helicopter acquisition, operational costs, safety and reliability, training, and record-keeping. Information is also provided on how to justify the establishment of a law enforcement helicopter unit and helicopter equipment. References, tables, figures, and photographs
