Abstract
FOCUSSING ON THE ESSENTIALLY INTERNATIONAL CHARACTER OF MOST HIJACKINGS, THE AUTHOR NOTES THE DIFFICULTIES OF EXTRADITING INDIVIDUALS FOR AN OFFENSE WHICH THEY CLAIM IS POLITICAL IN NATURE, SINCE POLITICAL OFFENSES HAVE TRADITIONALLY BEEN EXCLUDED FROM EXTRADITION AGREEMENTS.
