This update of an earlier evaluation focuses on the impact of a pilot project designed to address the disproportionate confinement of minority youths by the juvenile justice system of Hillsborough County (Fla.).
Abstract
The November 1995 evaluation outlined the process of the project and highlighted the commitment and collaborative efforts of various stakeholders in the county. However, statistical data were not available at the county level. Further analysis of juvenile delinquency statistics in Hillsborough County for 1994-95 revealed that the implementation process of the pilot project had a major impact on the county's juvenile justice system. The project was designed only to reduce the number of minority youths who were judicially processed and confined, but it clearly has benefited the entire juvenile justice system. The number of delinquency cases handled judicially decreased 4 percent between 1993-94 to 1994-95. The decrease was 5 percent for cases involving black youths and 6 percent for cases involving white youths. The decrease in judicially handled cases involving black youths in 1994-95 marked the first year of decline in over a decade. Findings also indicate that the collaboration among juvenile justice agencies and other local agencies and organizations has contributed to the project's successes. Figures
