The Hong Kong Correctional Services Department (CSD) presents data and information on its activities in this 2011 Annual Report
Abstract
During the year, the average daily inmate population declined slightly, but not enough to relieve overcrowding in reception centers. Efforts to alleviate such overcrowding are described. Over the long term, the CSD is improving some correctional institutions, including those facilities that have been operating for 40 years or more. In 2011, the CSD adopted the new promotional theme of "Give Rehabilitated Offenders a Chance." The thematic efforts included public service announcements that encouraged private businesses to hire rehabilitated offenders and the holding of the first ever job fair in conjunction with business organizations. The fair was designed to help soon-to-be-released inmates secure jobs before discharge. In 2011, the first food and beverage training center for male adult inmates was opened in Tong Fuk Correctional Institution. Training is designed to provide an integrated training program that includes vocational training, job interview skills, job referrals, and follow-up. The CSD launched the "Teen's Program" to address the rehabilitation needs of young inmates with lower educational attainment. Participants must complete 120 hours of generic skills training and 180 hours of vocational skills training. In 2011, 62 inmates completed the training program. The CSD continued to work closely with just over 80 non-government organizations in providing various rehabilitation activities for persons in custody and rehabilitated offenders. During the year, the Quality Assurance Division continued to conduct timely reviews and initiate improvements in CSD services. Reports are presented for the Inspectorate and Security Unit and the Complaints Investigation Unit. Data and information are also presented on CSD administration and planning. The report's section on "Green Management" addresses environmental management and accountability, environmental initiatives, and conservation campaigns.
