DISCUSSION ON HOW TO ESTABLISH GOALS, DETERMINE PRIORITIES AND MEASURE PERFORMANCE OF LEAA AND ITS GRANTEES.
Abstract
THE AUTHOR PRESENTS SOME GUIDELINES FOR LAW ENFORCEMENT AND CRIMINAL JUSTICE PROGRAMS. INCLUDED IN THESE SUGGESTIONS ARE THE SEPARATION OF CRIME REDUCTION GOALS FROM SYSTEM MAINTENANCE GOALS AND THE FORMULATION OF BOTH IN A COMPREHENSIVE AND SPECIFIC FASHION. EXAMPLES OF SAMPLE GOAL STATEMENTS ARE PROVIDED. IN ADDITION, PRIORITY ATTENTION IS TO BE GIVEN TO DATA SYSTEMS (PARTICULARLY CRIME REPORTS AND STATISTICS) AND DIVERSION PROGRAMS. THE AUTHOR ARGUES THAT EVALUATION SYSTEMS SHOULD BE GOAL - RELATED, PREPLANNED, QUANTIFIED WHEN POSSIBLE, SCIENTIFICALLY RIGOROUS IN SELECTED CASES, COMPREHENSIVE AND ADAPTABLE TO LOCAL NEEDS. HE ALSO RECOMMENDS THAT EVALUATION BECOME A PART OF PROGRAM MANAGEMENT, EVEN THOUGH IT REQUIRES SPECIALIZED STAFF ATTENTION. (AUTHOR ABSTRACT MODIFIED)
