This 2000 Annual Report of the Illinois Department of Corrections (DOC) provides information and statistics pertinent to the policies and operations of the Department.
Abstract
The DOC has focused on establishing a military-style organization at the Training Academy in Springfield, so as to achieve a system that is more professional and team-oriented, with increased discipline and accountability. Under a renewed emphasis on accountability, firm and fair responses by corrections staff have reduced lockdowns, assaults, and disturbances. Both inmates and staff feel safer than in the past. The command structure of the prison system has been reorganized. Currently, five geographic districts divide the State into smaller, more manageable units. Problems are being addressed swiftly and consistently throughout the State. As part of the largest reorganization since the creation of DOC, four operating divisions under the old system were merged to become the Bureau of Operations under the Associate Director. Program Services and Women and Family Services were created to better focus on program needs and the needs of female inmates. So as to effectively monitor operations from reception to discharge, new designation levels offer a step-down program for inmates who show good behavior. The new levels are designed to ensure continuity of services and flexibility. Every program and service provided to offenders is evaluated by the Program Services Division. A new parole initiative that became operational on July 1, 2000, assigns responsibility for effective supervision of each parolee to a specific agent. The DOC also established the Investigations Internal Affairs Unit and Central Intelligence Unit to serve as the "watchdog" for the integrity of the DOC. A chart shows the DOC's organization, and data cover total adult admissions and exits, offenses, inmate characteristics, adult inmate institutional deaths, work camp populations, the adult female population, parole population, juvenile correctional data, inmate assaults on staff and other inmates, recidivism by type of crime, death row population, and budget information. A directory of correctional facilities is provided.
