Abstract
THE AUTHORS, MEMBERS OF THE FEDERAL COUNCIL FOR THE ADMINISTRATION OF JUSTICE IN BELGRADE, OUTLINE THE RIGHTS OF CONVICTED PRISONERS, SAFEGUARDS AGAINST EXCESSIVE DISCIPLINE, AND THE CONTENTS OF PRISON REHABILITATION PROGRAMS. THEY COMPARE THE UNITED NATIONS STANDARDS TO INNOVATIONS IN CORRECTIONAL REFORM THAT HAVE BEEN INTRODUCED IN YUGOSLAVIA, AND THEY SUGGEST SEVERAL REVISIONS IN THE RULES TO INTRODUCE THESE REFORMS TO OTHER STATES.
