THE POLICE ROLE IN THE PREVENTION OF JUVENILE DELINQUENCY AND FOUR PROGRAMS IN LOS ANGELES ARE DISCUSSED IN THIS AUDIO TAPE CASSETTE FROM THE FOURTH NATIONAL CONFERENCE ON JUVENILE JUSTICE.
Abstract
THE FIRST SPEAKER, THE DIRECTOR OF A DELINQUENCY CONTROL INSTITUTE AT A CALIFORNIA UNIVERSITY, LISTS THREE MODELS FOR PREVENTION: THE PUNITIVE STRATEGY; THE CORRECTIVE PROGRAM STRATEGY, INTENDED TO REMOVE THE CAUSES OF DELINQUENCY; AND THE MECHANICAL STRATEGY, IN WHICH THE OPPORTUNITIES FOR CRIME ARE REMOVED. POLICE DEPARTMENTS SHOULD LEAVE THE PREVENTION OF DELINQUENCY TO OTHER SOCIAL INSTITUTIONS BETTER SUITED TO THIS FUNCTION, BECAUSE THE CONTROL OF CRIME DEMANDS MOST OF POLICE RESOURCES. THE POLICE SHOULD AVOID INVOLVEMENT (1) IN RECREATION PROGRAMS, UNLESS OFFICERS CONTRIBUTE THEIR FREE TIME; (2) IN EMPLOYMENT PROGRAMS; (3) IN EDUCATIONAL PROGRAMS, UNLESS POLICE EXPERTISE IS REQUIRED; AND (4) IN COUNSELING, UNLESS CRISIS INTERVENTION IS PART OF AN IMMEDIATE DUTY. THE SECOND SPEAKER, A COMMANDING OFFICER OF THE LOS ANGELES POLICE DEPARTMENT'S JUVENILE DIVISION, OUTLINES FOUR PROGRAMS INTENDED TO PREVENT DELINQUENCY. IN THE FIRST, UNIFORMED OFFICERS TEACH IN SCHOOLS. IN THE SECOND, FIRST AND SECOND TIME OFFENDERS ARE COUNSELED BY FIREMEN. IN THE THIRD, OFFICERS VISIT SIXTH GRADE CLASSES TO EDUCATE CHILDREN ON DRUG ABUSE. AND IN THE FOURTH, SEXUALLY EXPLOITED CHILDREN ARE COUNSELED BY POLICE OFFICERS IMMEDIATELY AFTER CRIMES.
