              This report describes 'Inside/Out,' a Massachusetts advocacy program for women offenders intended to ensure their rights, reduce the number incarcerated, and reduce their recidivism.
          Abstract
              The four project components consist of (1) an alternative sentencing program for recidivists, (2) advocacy and support services for women in pretrial detention, (3) advocacy services for incarcerated women, and (4) postrelease assistance. Discussions of each of these components include a review of the issues facing women at the particular stage of criminal justice processing, the current program design, potential areas of program expansion, and how the services designed for Massachusetts might be adapted for use in other States. Appendixes include a list of model programs for women offenders throughout the Nation along with brief descriptions, a 40-item selected bibliography, and a list of resources for program development. Workshop topics related to female inmates are listed along with key actors with whom to consult when developing a program for female offenders. An appendix also contains an abstract of the original research on the legal needs and resources of female inmates.
