This handbook presents administrative and procedural guidelines for the implementation of the Interstate Compact on Juveniles, which provides the procedural means to effect and regulate the movement of a juvenile across State lines while serving the ends of justice, the welfare of the youth, and the protection of the community.
Abstract
The compact targets juveniles in need of court supervision who are placed out of their home States and runaway youths who run to another State. Such juveniles must be assured of the same protection and services that would be provided if they remained in their home States. These juveniles must also be ensured of a safe return to their original jurisdictions when this is necessary. Both the great variety of circumstances associated with the interstate supervision of juveniles and the return of the runaways, as well as the types of protection offered to them and their communities provide compelling reasons for a mechanism that regulates such movement across State lines. This handbook traces the history of the compact and outlines the compact's provisions and amendments. Other sections discuss variations in laws that pertain to juveniles, the administration of the compact, procedures for the transfer of supervision, supervision, violations of conditions of probation or parole, and the termination of supervision. The handbook also presents procedures for the return of runaways, escapees, and absconders. Four forms pertinent to the transfer of supervision and four forms used in the implementation for compact services for runaways, escapees, and absconders are provided. A chart shows States/jurisdictions signatory to the Interstate Compact on Juveniles, the amendments, and ages when offenders are classified as adults.
