Abstract
SPECIALISTS IN EACH AREA STUDIED PUBLISHED MATERIALS AND MADE FIRST HAND CONTACT WITH OPERATIONS IN THE AREA. EXTENSIVE USE WAS MADE OF THE PRESIDENT'S CRIME COMMISSION REPORT ON JUVENILE DELINQUENCY TO OBTAIN DATA ON THE NATIONAL SCENE AND TO DELVE INTO SPECIFIC PHASES OF THE PROBLEM. SPECIFIC RECOMMENDATIONS WERE MADE FOR INCREASED PROGRAM DEVELOPMENT, QUALITY EDUCATION AND TRAINING OF PERSONNEL, INCREASED MODERN SOCIAL AND LEGAL CONCEPTS, AND DEVELOPMENT OF COMMUNITY BASED CARE FOR DELINQUENTS.
