Abstract
IMIS IS A SYSTEM DEVELOPED BY THE FEDERAL URBAN INFORMATION SYSTEMS INTER-AGENCY COMMITTEE PROGRAM TO BECOME AN INTEGRAL PART OF MUNICIPAL ADMINISTRATION. IN ADDITION TO PROVIDING DATA ON PRE-IMIS COMMUNICATIONS PATTERNS AND MANAGEMENT ACTIVITIES, THE QUESTIONNAIRE EMPLOYED IN THIS STUDY INCLUDED MEASURES OF CITY GOVERNMENT CLIMATE AND USER ATTITUDES TOWARD COMPUTER-BASED INFORMATION. SIMILAR QUESTIONNAIRES WILL BE ADMINISTERED AFTER THE SYSTEM BECOMES OPERATIONAL SO THAT ITS IMPACT MAY BE EVALUATED
