STUDY TO PROVIDE AN UNDERSTANDING OF THIS YOUNG AGENCY BEFORE IT GROWS TOO LARGE BY FOCUSING ON ADMINISTRATION AND THREE LEAA-FUNDED EFFORTS IN DIFFERENT STATES.
Abstract
LEAA HAS BECOME A COMPLEX AGENCY, INVOLVING MANY PROCEDURES AND CONCEPTS. AS SUCH, IT HAS GENERATED A TECHNICAL VOCABULARY. ACCORDINGLY, THE STUDY BEGINS WITH A BRIEF GLOSSARY OF THE MORE COMMON WORDS OF ART. THIS SHOULD ACQUAINT THE READER WITH MOST OF THE TECHNICAL TERMS USED IN ALL THE ARTICLES. FOLLOWING THE GLOSSARY, THREE VERY DIFFERENT VIEWS OF THE LEAA WRITTEN BY PROFESSIONALS WHO HAVE HAD CLOSE INVOLVEMENT WITH THIS AGENCY ARE PRESENTED. CHARLES ROGOVIN, THE FIRST ADMINISTRATOR OF THE LEAA, OFFERS A PERSONAL ACCOUNT OF HIS EXPERIENCES WITH THE AGENCY AND AN ANALYSIS OF MANY OF ITS PROBLEMS. REPUBLICAN CONGRESSMAN GILBERT GUDE AND HIS CO-AUTHOR GEORGE MANNINA, PROVIDE A SHARP CONTRAST TO SEVERAL ARTICLES IN A LARGELY FAVORABLE ANALYSIS OF THE IMPACT THAT THE LEAA HAS HAD ON CRIME IN THE NATION'S CAPITOL. MILTON G RECTOR, THE PRESIDENT OF THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY AND HIS CO-AUTHOR JOAN WOLFLE, PROVIDE PERSPECTIVE AND BACKGROUND INFORMATION TO ENCOURAGE A THOROUGH REVIEW OF THE LEAA PROGRAM AND THE PREMISES BEHIND IT. THE FIRST STUDENT ARTICLE BY HOWARD PESKOE IS A COMPREHENSIVE LEGISLATIVE HISTORY OF THE CREATION AND MODIFICATION OF LEAA. SOME UNDERSTANDING OF THE FEDERAL SCHEME IS IMPORTANT BECAUSE THE FEDERAL SYSTEM IMPOSES COMMON RESTRICTIONS ON THE STATE LEAA PROGRAMS. AFTER THE LEGISLATIVE HISTORY, DESCRIPTIONS OF THE OPERATION AND IMPACT OF THE LEAA IN THREE TARGET AREAS WRITTEN BY FIELD WORKERS ARE OFFERED. THE TREATMENT OF THE LEAA ENDS WITH A BRIEF CONCLUSION THAT SUMMARIZES THE SUCCESSES AND FAILURES OF THIS AGENCY IN FOUR CRUCIAL ASPECTS OF ITS OPERATION. (AUTHOR ABSTRACT)
