Abstract
SOME OF THE LEGAL PROBLEMS WHICH OCCUPY FEDERAL GRANT-INAID SPECIALISTS ARE INTERPRETING THE AUTHORIZING STATUTE, FRAMING RULES AND POLICIES WHICH WILL ASSURE THE PROPER COMPLIANCE WITH LEGISLATIVE GUIDELINES, AND PROVIDING ADEQUATE HEARING AND APPEAL PROCEDURES FOR AGGRIEVED APPLICANTS AND GRANTEES. THE SPECIAL PROBLEM AREAS INCLUDE GRANT CONDITIONS, REVIEW OF AGENCY ACTIONS, CIVIL RIGHTS ACT, PATENTS AND COPYRIGHTS, AND STATE AND LOCAL LAWS WHICH MIGHT REGULATE A PROGRAM'S ACTIVITY.
