Kentucky's Executive Branch Ethics Commission (EBEC) recommended changes to the Ethics Code for consideration during the 1996 General Assembly session.
Abstract
The 25 proposals focus on jurisdiction, filings, investigations and adjudicatory proceedings, penalties, housekeeping, and executive agency lobbying. The proposals specify changes that affect persons or subject matter under the EBEC's jurisdiction, changes that alter the way in which filings are made, changes that affect the manner in which investigations or proceedings are accomplished, changes that affect the penalty structure of the Ethics Code, changes required due to changes in other laws, and changes to "real parties in interest" requirements and in the definition of "regular and substantial."
