Abstract
THE PROJECT OFFERS OFFENDERS SUCH COUNSELING AND JOB OPPORTUNITIES AND, IF HE COOPERATES AND APPEARS TO SHOW PROMISE OF PERMANENT CHANGE, RECOMMENDS THAT THE PROSECUTOR (DISTRICT ATTORNEY) AND THE JUDGE DISMISS THE CHARGES AGAINST HIM WITHOUT EVER DECIDING WHETHER HE IS GUILTY.
