Abstract
A COST-EFFECTIVENESS ANALYSIS OF THE PROGRAM IS PRESENTED AND THE STEPS INVOLVED IN DESIGNING A WORKING MODEL FOR THE PROJECT ARE OUTLINED. THE IMPORTANT FACTORS IN THE SUCCESS OF THE PROGRAM ARE BRIEFLY DISCUSSED. APPENDED MATERIAL INCLUDES DESCRIPTIONS OF THE INSTITUTIONS WITHIN THE MARYLAND CORRECTIONAL CAMP SYSTEM, EDUCATIONAL MATERIALS INFORMATION, AND COPIES OF RECORDS AND FORMS USED DURING THE PROJECT.
