THIS MANUAL ON PERSONNEL ISSUES IS DESIGNED FOR INHOUSE TRAINING SESSIONS ON IMPROVING SKILLS OF ADMINISTRATORS OF PRIVATE, NONPROFIT, COMMUNITY-BASED JUVENILE JUSTICE PROGRAMS.
Abstract
IT IS ONE OF FIVE SELF-CONTAINED MODULES WHICH TOGETHER PROVIDE A MODEL TRAINING CURRICULUM AND RESOURCE MATERIALS FOR MANAGEMENT TRAINING. PREPARING TRAINING SESSIONS SHOULD BEGIN WITH NEEDS ASSESSMENT, SETTING TOPIC PRIORITIES, SEHEDULING AND PREPARING THE SESSION, AND PLANNING A TRAINING PROGRAM EVALUATION. KEY TOPICS RECOMMENDED ARE JOB DESCRIPTIONS AND STAFFING PATTERNS, PERSONNEL POLICIES, TIME MANAGEMENT, AND STAFF TRAINING. FOR EACH TOPIC, A TRAINING PLAN CONSISTING OF A TIMETABLE, TRAINING GUIDE, HANDOUTS, A NARRATIVE, AND A BIBLIOGRAPHY ARE PRESENTED. DEVELOPMENT OF JOB DESCRIPTIONS SHOULD INCLUDE JOB AND TASK ANALYSIS, POSITIONS LISTS, AND STAFFING PATTERNS. PERSONNEL POLICY ISSUES THAT SHOULD BE ADDRESSED ARE TIME, ENERGY AND EMOTIONAL DEMANDS, EMPLOYMENT CONDITIONS, AFFIRMATIVE ACTION POLICY, VACATIONS, PROMOTIONS, DISCIPLINE, COMPENSATION, AND OTHERS. TIME MANAGEMENT INCLUDES IDENTIFYING TIME WASTERS, ANALYZING TIME SPENT, CONSOLIDATING TIME, AND WORK SIMPLIFICATION. STAFF TRAINING SHOULD INCLUDE ANALYSIS OF TRAINING AND EVALUATION AND SELECTION OF TRAINING METHODS FROM AMONG LECTURE, DISCUSSION, DIRECTED STUDY, QUESTIONING, ILLUSTRATION, SIMULATION, DEMONSTRATION, PRACTICE, DRILL, AND DIRECTED ACTIVITY.
