Abstract
THE DIFFICULTIES FORESEEN IN MAKING THIS ASSESSMENT ARE SET OUT AND THE WAYS IN WHICH THE AUTHORS ARE ATTEMPTING TO OVERCOME THESE DIFFICULTIES ARE DESCRIBED. CONSIDERED ARE CHANGES IN ROAD CONDITIONS, VARIANCES IN PHYSICAL CONDITIONS, CHANGES IN POLICE BEHAVIOR, CHANGES IN THE REPORTABILITY OF ACCIDENTS, CHANGES IN DETECTION METHODS, AND THE REPUTATION OF THE MAGISTRATE IN THE GENERAL COMMUNITY.
