THIS PROGRAM, WHICH INVOLVES THE DEVELOPMENT OF A LEGALLY BINDING CONTRACT BETWEEN INMATES AND CORRECTIONAL PERSONNEL FOR A REHABILITATION PROGRAM IS DESCRIBED AND REPORTS OF MODEL PROGRAMS IN THREE STATES ARE GIVEN.
Abstract
MUTUAL AGREEMENT PROGRAMMING (MAP) IS BASED ON THE PHILOSOPHY THAN INMATES ARE ABLE TO DETERMINE THEIR REHABILITATIVE NEEDS AND THAT INMATES, INSTITUTIONAL STAFF AND PAROLE OFFICIALS CAN BE HELD ACCOUNTABLE FOR DEVELOPING, DELIVERING AND PARTICIPATING IN PROGRAMS FOR REHABILITATION DESIGNED IN CONCERT. MAP IS A METHOD OF PREPARATION FOR AN INMATE'S PAROLE RELEASE. A DEFINITE PAROLE DATE IS SPECIFIED IN THE CONTRACT, CONTINGENT ON THE INMATE'S SUCCESSFULLY COMPLETING PARTICULAR OBJECTIVES. THE THREE MODEL PROGRAMS IN WISCONSIN, ARIZONA, AND CALIFORNIA ARE EXAMINED, AND INMATE SELECTION PROCEDURES, CONTRACT NEGOTIATION, DISCIPLINARY OBJECTIVES AND CORRECTIONAL OFFICERS, EMPLOYMENT PLACEMENT, AND ADMINISTRATIVE COOPERATION AND RESPONSE ARE DESCRIBED.
