DATED NOVEMBER 1976, THIS REPORT DESCRIBES THE RESULTS OF A STUDY WHICH ASSESSED THE EXISTING COMMUNICATIONS SYSTEM AND DRAFTED RADIO COMMUNICATIONS SPECIFICATIONS FOR THE NAVAJO POLICE DEPARTMENT.
Abstract
THE NAVAJO POLICE DEPARTMENT SERVES A POPULATION OF 146,000 IN AN AREA OF APPROXIMATELY 16 MILLION ACRES. IT IS NOTED THAT THE LARGE SIZE OF THE LAND AREA AND THE ROUGH TERRAIN LIMIT COMMUNICATIONS TO MOBILE UNITS. THIS TECHNICAL ASSISTANCE EFFORT WAS UNDERTAKEN TO PROVIDE EQUIPMENT SPECIFICATIONS SO THAT UPDATING OF THE SYSTEM. COULD CONTINUE UNDER A LEAA GRANT. THE CONSULTANT THEREFORE REVIEWED THE EXISTING COMMUNICATIONS SYSTEM AND THE PROPOSED CHANGES ALONG WITH THE LEAA GRANT PROGRESS AND REQUIREMENTS. RESULTS OF THESE ANALYSES ARE FIRST PRESENTED. A DIAGRAM OF THE EXISTING TRIBAL POINT-TO-POINT SYSTEM IS INCLUDED. SYSTEM DESIGN CHANGES AND RADIO COMMUNICATIONS SPECIFICATIONS WERE THEN DEVELOPED. IT WAS DETERMINED THAT THE SYSTEM COULD BE IMPROVED THROUGH REPLACEMENT OF SOME OF THE OLDER EQUIPMENT AND UTILIZATION OF MICROWAVE CIRCUITS AND EQUIPMENT OWNED BY A TELEPHONE SERVICE COMPANY. IT WAS ALSO DETERMINED THAT THE NAVAJO POLICE DEPARTMENT NEEDED ACCESS TO STATE AND FEDERAL CRIMINAL JUSTICE COMPUTERS. SPECIFICATIONS WERE PREPARED FOR THE FOLLOWING ITEMS, AND ARE APPENDED TO THIS REPORT: BUILDINGS OR SHELTERS FOR RADIO EQUIPMENT, AND MICROWAVE TERMINAL AND CARRIER EQUIPMENT, INCLUDING HOT-STANDBY EQUIPMENT, MULTIPLEX, ANTENNAS, COAXIAL CABLE, AND RADOMES.
