Abstract
THE IMPETUS CAME FROM THE SUCCESS OF SIR ROBERT PEEL'S 'NEW POLICE' WHICH WERE ESTABLISHED IN 1829 AS PART OF A MODERNIZATION PROGRAM FOR SCOTLAND YARD. SIR GEORGE GREY'S SUGGESTED RESOLUTION FOR THE ESTABLISHMENT OF COUNTY POLICE FORCES IS REPRODUCED FOLLOWED BY THE COUNTIES' RESPONSES.
