Abstract
The opening presentation looked at beneficial social functions to be fulfilled by criminal law, social and penal strategies, and social interventions designed to prevent crime. Subsequent presentations dealt with social strategies that aim to prevent criminal behavior, courses of action designed to avoid entry into the criminal justice system, and effects of diversion strategies on attitudes and practices of criminal justice system agents. Conference participants debated the benefits of social versus criminal justice strategies and discussed deterrence, criminal justice system reform, victim rights, social control, and the importance of political and ideological resolve in implementing social strategies that prevent crime.
