SUMMARY OF THE HEARINGS WITH A COMPILATION OF INSIGHTS AND RECOMMENDATIONS THE COMMITTEE AND ITS ADVISORY COUNCIL DREW FROM THEIR EXPLORATION OF THE CRIME PROBLEM.
Abstract
THE COMMITTEE ATTEMPTED TO RELATE THE CRISES OF INDIVIDUAL AND COLLECTIVE VIOLENCE TO THE PARTICULAR SITUATION OF NEW YORK STATE AND EXPLORE THE CONTRIBUTION THE STATE CAN MAKE IN HANDLING THESE PROBLEMS. THE PRIMARY RECOMMENDATION WAS THAT THE LEGISLATURE INSURE THAT A PROCEDURE BE ESTABLISHED FOR CONTINUOUS AND CUMULATIVE REVIEW OF THE PROBLEMS OF INDIVIDUAL AND COLLECTIVE VIOLENCE. OTHER RECOMMENDATIONS INCLUDED THE ESTABLISHMENT OF AN INSTITUTE FOR THE STUDY OF THE VIOLENCE-PRONE PERSONALITY, LEGISLATION MAKING IT A FELONY TO INSTIGATE ILLEGAL CONDUCT ON A MASS SCALE, AND EXPLORATION OF THE FEASIBILITY OF AN INTERSTATE CORRECTIONAL INSTITUTION FOR VIOLENT OFFENDERS. THE ENACTMENT OF LEGISLATION ENABLING THE CHIEF EXECUTIVE OFFICER OF A LOCAL GOVERNMENT TO DIRECT THE DEFERMENT OF ARRESTS OF RIOTERS IN THE INTEREST OF CURTAILING FURTHER DISORDER WAS ALSO SUGGESTED.
