THE MICHIGAN YOUTH SERVICES INFORMATION SYSTEM (MYSIS) IS DESCRIBED; PURPOSE, PROJECT DEVELOPMENT, METHODOLOGY, CONCEPT, BENEFITS, AND FUTURE ASPECTS OF THE PROJECT ARE EMPHASIZED.
Abstract
THE MYSIS IS A 5-YEAR PROJECT WHICH WILL DEVELOP A CONCEPTUAL PLAN AND BEGIN TO IMPLEMENT THE SYSTEM DESIGN OF A STANDARDIZED INFORMATION EXCHANGE WITHIN THE JUVENILE JUSTICE SYSTEM OF MICHIGAN. IT ADDRESSES THE INFORMATION NEEDS OF SCHOOLS, LAW ENFORCEMENT AGENCIES, JUVENILE COURTS, AND PUBLIC AND PRIVATE CHILD CARING AGENCIES IN MICHIGAN. FUNDED BY AN LEAA GRANT, THE PROJECT'S PRIMARY PURPOSE IS TO DEVELOP INFORMATION ON PROGRAM EFFECTIVENESS AS RELATED TO CLIENT TYPE AND OUTCOME FOR MICHIGAN'S YOUTH PROGRAMS. MAJOR AREAS OF CONCERN ARE INCREASED SOURCES FOR INFORMATION RETRIEVAL, STANDARDIZATION AND ACCURACY OF INFORMATION, ACCURATE STATISTICS, AND SECURITY GUIDELINES WHICH WOULD BE A MODEL FOR INTERDISCIPLINARY COOPERATION WHILE INSURING RHE RIGHTS OF YOUTHS. MYSIS IS DIVIDED INTO FIVE PHASES. PHASE ONE, THE CONCEPTUAL PLAN FOR FUTURE DESIGN AND IMPLEMENTATION, WHICH OUTLINES CATEGORIES OF INFORMATION SOUGHT, INFORMATION-GATHERING VEHICLES, AND INFORMATION AVAILABILITY TO OTHER AGENCIES IS COMPLETED. ALL INFORMATION MUST BE COMPLETE, FACTUAL, VERIFIABLE, AND OBJECTIVE. THE REQUESTING AGENCY MUST HAVE A BONA FIDE 'NEED TO KNOW' THE INFORMATION. ALL SUCH INFORMATION IS AVAILABLE TO THE YOUTH IN QUESTION UPON REQUEST. THE PROJECT BEGAN BY OBTAINING SUGGESTIONS FROM PERSONS IN EACH COUNTY WHO WERE INTERESTED IN IMPROVED COMMUNICATION WITHIN THE JUVENILE JUSTICE NETWORK, SUCH AS JUDGES, LAW ENFORCEMENT ADMINISTRATORS, AND SOCIAL SERVICE DIRECTORS. A CONSULTING FIRM WAS EMPLOYED FOR FUNCTIONAL ANALYSIS AND DEVELOPMENT OF A SYSTEM PLAN. THE MYSIS WILL INITIALLY INCLUDE A DATA BASE UNIQUE TO EACH SECTOR (COURTS, LAW ENFORCEMENT AGENCIES, AND SOCIAL SERVICE AGENCIES) WITH ONLY SMALL PORTIONS OF INFORMATION THAT CAN BE AUTOMATICALLY SHARED. THE NEXT PHASE OF THE PROJECT WILL INVOLVE EVALUATION. FOOTNOTES ARE INCLUDED. (LWM)
