This report, the third in a series, presents the activities and accomplishments of the State of California's Office of Child Abuse Prevention (OCAP) for calendar years 1982 and 1983.
Abstract
The Office of Child Abuse Prevention was responsible for implementing three new major pieces of legislation dealing with child abuse prevention. Chapter 1398, Statutes 1982 appropriated $10 million to the California Department of Social Services and directed the OCAP to establish child abuse prevention and intervention programs at both the county and State levels using a competitive bid process. Another statute created the Children's Trust Fund Program and the OCAP developed and put in place mechanisms for collecting revenues generated by this law. A third statute authorized taxpayers to contribute amounts in excess of their tax liability to the Children's Trust Fund. The report outlines the philosophy and goals of the OCAP and provides summaries of projects operating during 1982 and 1983. The projects and activities are listed in detail and include professional training and public awareness; specific publications; research, prevention, intervention, and treatment; legislation, policy, and regulation; and training and technical assistance. Specific projects implementing and evaluating child abuse prevention legislation are discussed in detail. 1 table.
