THIS REPORT IS A REASSESSMENT OF THE MANAGEMENT FUNCTIONS OF THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION'S (LEAA) OFFICE OF NATIONAL PRIORITY PROGRAMS (ONPP) FOCUSING ON DECISION MAKING PROCESSES.
Abstract
THE EVALUATION WAS CONDUCTED IN RESPONSE TO A REQUEST FOR ADDITIONAL WORK ON DECISION MAKING AND METHODS OF MAKING CRIME CONTROL THE CENTRAL THEME OF ONPP PROGRAMS BASED ON FINDINGS OF AN EVALUATION IN FEBRUARY 1974. THE PURPOSES OF THIS REPORT WERE TO PROVIDE AN OVERVIEW OF ONPP ACHIEVEMENTS SINCE INITIAL EVALUATION, TO PROVIDE ONPP WITH FURTHER COMMENTARY ON DECISION MAKING PROCESSES, AND TO REVIEW RESOURCE ALLOCATION DECISIONS SINCE THE EARLIER EVALUATION WITH REFERENCE TO THE CRIME CONTROL PROJECT. DURING THREE WEEKS IN JUNE 1974, THE PROJECT STAFF OF FOUR SELECTED 20 MAJOR DECISIONS AND INTERVIEWED DIVISION HEADS TO ASCERTAIN HOW AND WHY THESE DECISIONS WERE MADE AND REVIEWED ONPP RESOURCE ALLOCATION AS RELATED TO CRIME CONTROL BY INSPECTING SECONDARY SOURCES SUPPLIED BY ONPP. IT WAS CONCLUDED THAT SUBSTANTIAL PROGRESS HAD BEEN MADE IN THE THREE MONTH PERIOD BETWEEN EVALUATIONS, PARTLY DUE TO INITIATION OF A MANAGEMENT BY OBJECTIVES PROGRAM IN ALL DIVISIONS.
