Abstract
THE PROGRAM HAD THE DUAL PURPOSE OF FIRST REACHING THE PUBLIC OFFENDER, PARTICULARLY THE YOUTHFUL OFFENDER, AT THE COMMUNITY LEVEL WITH WORKING RELATIONSHIPS THROUGH THE PROBATION OFFICER, EMPLOYMENT SERVICE AND UTILIZATION OF ALL THE RESOURCES AVAILABLE THROUGH THE COMMUNITIES AND VARIOUS LEVELS OF THE STATE AND FEDERAL GOVERNMENT, AND SECONDLY, TREATMENT OF THE PUBLIC OFFENDER WITH COMPREHENSIVE SERVICES AT THE CORRECTIONAL INSTITUTIONS IN KENTUCKY.
