DESCRIPTION OF THE OPERATION OF THE LOS ANGELES POLICE DEPARTMENT AND THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT CONSOLIDATION PROJECT.
Abstract
THIS PROJECT FOCUSED ON CITY-COUNTY POLICE CONSOLIDATION IN THE FOLLOWING AREAS: A MUTUAL BOOKING SYSTEM, ARRESTEE INFORMATION SYSTEM, AND INTERAGENCY PRISONER TRANSPORTATION SERVICE, AND COMPATIBLE COMPUTER SYSTEMS. THESE GOALS WERE REALIZED THROUGH THE USE OF 'PARTICIPATIVE PLANNING' - CONSULTING THE 'WORKING LEVEL' PEOPLE, THOSE WHO WOULD BE AFFECTED BY CONSOLIDATION, ABOUT STAFF IDEAS FOR CONSOLIDATION AND ALLOWING THEM TO TAKE AN ACTIVE PART IN THE DEVELOPMENT AND IMPLEMENTATION OF THE PROGRAM. THE OPERATION OF THIS PLANNING PROCESS IS DESCRIBED TOGETHER WITH THE RESULTS OF THE CONSOLIDATION EFFORTS.
