UNIT DESIGNED TO APPLY LAW ENFORCEMENT AUTHORITY OF THE DEPARTMENT OF JUSTICE TO THE ALLEVIATION OF THE CAUSES AND EFFECTS OF COMMUNITY UNREST AND ALIENATION OF MINORITY COMMUNITIES.
Abstract
EMPHASIZED WAS THE ENFORCEMENT OF THE CIVIL RIGHTS OF MEMBERS OF MINORITY COMMUNITIES AND ENFORCEMENT OF THE CRIMINAL LAWS IN THOSE AREAS IN WHICH THOSE LAWS ARE NOT EQUALLY ENFORCED BY THE AGENCIES HAVING PRIMARY RESPONSIBILITY. THIS PROJECT EVALUATION WAS CARRIED OUT BY MEANS OF INTERVIEWS WITH STAFF AND OTHER INTERESTED INDIVIDUALS. THE PRIMARY EMPHASIS IN THIS EVALUATION WAS PLACED UPON OBSERVING AND EVALUATING THE WORK PRODUCT OF THE ATTORNEYS AND SPECIAL AGENTS. THIS REPORT REVIEWS THE ACTIVITIES OF THE COMMUNITY ADVOCATE UNIT (CAU) IN THE FOLLOWING AREAS: EMPLOYMENT DISCRIMINATION, HOUSING, YOUTH CORRECTIONS, CIVIL TENSIONS, AND CRIMINAL JUSTICE. A DISCUSSION OF THE MANAGEMENT ACTIVITIES OF THE UNIT CONSIDERS UNIT PRIORITIES, ADMINISTRATIVE STRUCTURE, THE WORKING RELATIONSHIP WITH THE JUSTICE DEPARTMENT AND THE ATTORNEY GENERAL, THE RELATIONSHIP BETWEEN THE PITTSBURGH AND PHILADELPHIA OFFICES, AND THE ADMINISTRATIVE PERFORMANCE OF THE DIRECTOR, AMONG OTHER THINGS. THE WORK OF STAFF MEMBERS IS EVALUATED AS A WHOLE AND ON AN INDIVIDUAL BASIS. EVALUATORS CONCLUDED THAT THE CALL WAS ACHIEVING RESULTS IN TERMS OF ITS GOALS AND OBJECTIVES. QUANTITATIVE PROJECT RESULTS IN THE AREAS OF LITIGATION, ATTORNEY GENERAL'S OPINIONS, RULES, REGULATIONS, AND STATUTUES, AND OTHER MATTERS ARE DISCUSSED AND DESCRIBED. THE MOST SIGNIFICANT RESULTS WERE OBTAINED IN THE AREA OF RACIAL DISCRIMINATION AND EMPLOYMENT IN THE PUBLIC SECTOR. RECOMMENDATIONS ARE MADE FOR IMPROVING THE EFFICIENCY AND QUALITY OF WORK OF THE PITTSBURGH OFFICE AND FOR HAVING THE DIRECTOR DELEGATE MORE OF HIS ADMINISTRATIVE (AS COMPARED TO LEGAL) DUTIES.
