Abstract
One paper uses recent experience in England and the United States to discuss the maintenance of security and control in prisons, noting that increasing contact between inmates and staff and the wider community to which they belong can actually improve security and control. Another paper describes how Norway's government accepts full responsibility for the educational, health, and cultural needs of prisoners, meeting that responsibility through funding the provision of prison services, including both cultural and athletic programs, by local governments adjacent to prisons. A further paper focuses on the use of incarceration and community sentences in European countries. News items, figures, and bibliographies from each European country
